Are you suggesting that Katrina hit because of the political party in power? You would not be the first.

That being said, America the great has spent and is spending billions to get Iraq rebuilt, and when something happens here we are all supposed to blame those who didn't have the resources in the first place.

At the same time you bring up an interesting point about measurement of damages. You claim, "I doubt if those that are possibly going to receive such a check even had 2 cents in savings or possessions to begin with," so you are only considering the value of possessions as damage. I am uncertain that we can measure all damages this way. There is a certain value to a person's employment. In fact, this is well-recognized with insurance programs, such as disability insurance and unemployment programs. America has long recognized "pain and suffering" in economic terms, but "pain and suffering" is not exactly measured based on "savings or possessions."

By no means do I know what a perfect solution might look like. I am not suggesting that "giving everyone a check of $100,000" is a good solution either, but at the same time I question the basic function of government if it is not for protection and safety. Why do I as a citizen want "fire and police protection." There is no way that any one citizen can be prepared for major disasters. In some third-world countries there are gangs and unsanctioned military organizations to provide "protection," and I hope we never have to resort to that in America.

Whether you want to admit it or not, much like homelessness, it's a difficult situation for everyone in America.
