i don't know how to translate that, but let's say podonki=scum and otmorozkis=compeletely asocial people, obeying no law (even criminal law). i wonder if there's a word for otmorozkis in english

I've got a feeling for what you mean by otmorozkis, but can't think of a suitable English word to describe them.

By "asocial", do you mean they're not even part of any group?

not bag-ladies for sure! otmorozki have to be thugs, criminals, but usually young and probably ignoring traditional 'criminal code', but of course that's very vague. russian skinheads are commonly called 'otmorozki'. and it should be 'otmorozki' of course, not 'otmorozkis', that's plural, and singular is 'otmorozok'
