Of course it's going after the fish. It's a winter-plumage Herring Gull. ^_^ (They just split the American and Eurasian species, so technically it's now Larus smithsonianus, American Herring Gull, but most people don't know the difference except for rabid taxonomist types like myself. ^_^)
It's been a while since I've seen one of these guys, they don't show up in Arizona very often.
