I don't. Some of my western counterparts do. But it would be more like "Dear John, Happy new year!!!!!!" not like "Dear! John! Happy! new year!"...which is what the referenced Russian appears to resemble.

Sadly, I fear you are right. There is nothing more depressing than over-punctuation.
