wow! sounds great! is this latin? anyway, i translated it with altavista and can say that you are probably right: fortochki (openable quarters in the upper part of a window) provide somewhat finer climat-control in the winter: you can open them without disturbing the whole of the window which is traditionally glued up with stripes of paper in winter to stop any tiny draught from outside. and since fortochka is placed in the very upper part of the window cold air getting inside and going down is distibuted more evenly around the room.
