I see a lot of Russian teenagers and non-formal guys called "padonki" here in LJ, who' writing a worse way than you (in russian of course). But I newer met them here in this journal...
i don't know how to translate that, but let's say podonki=scum and otmorozkis=compeletely asocial people, obeying no law (even criminal law). i wonder if there's a word for otmorozkis in english
not bag-ladies for sure! otmorozki have to be thugs, criminals, but usually young and probably ignoring traditional 'criminal code', but of course that's very vague. russian skinheads are commonly called 'otmorozki'. and it should be 'otmorozki' of course, not 'otmorozkis', that's plural, and singular is 'otmorozok'
