i don't know how to translate that, but let's say podonki=scum and otmorozkis=compeletely asocial people, obeying no law (even criminal law). i wonder if there's a word for otmorozkis in english

By "asocial", do you mean they're not even part of any group?

not bag-ladies for sure! otmorozki have to be thugs, criminals, but usually young and probably ignoring traditional 'criminal code', but of course that's very vague. russian skinheads are commonly called 'otmorozki'. and it should be 'otmorozki' of course, not 'otmorozkis', that's plural, and singular is 'otmorozok'

last year in biology, we watched this video about how in russia there's supposedly this huge problem with turberculosis. they were talking about how you can catch it on the bus and then everyone who catches it in russia spreads it and then dies.

is this true? how bad is the situation? i'd never heard of such a TB plague in russia until i saw the video.

they talk about it on the tv now and then. poorer people are prone to tb most of all as i heard. but the situation with tb here is worst of all in jails...
